The orthopaedic ward of the Lady Ridgeway Children’s Hospital is in urgent need of critical surgical supplies. These are essential to make it less painful for children either recovering from broken bones or after surgeries to correct deformities.
Anyone who has had the misfortune of having had a limb in a plaster of paris cast will know what it feels like when it starts itching. Doctors use good quality stockinette to minimise that unbearable itch. But, unfortunately, the hospital is rapidly running out of these supplies and surgeons are cutting corners and trying to stretch the limited stocks, according to orthopaedic surgeons.
Soft rolls that are used between the skin and the cast are also in very short supply. Any donations of stockinette and soft rolls could ease the pain for a lot of small children at this hospital.
Orthopaedic surgeon Dr. Dimuthu Tennakoon and his team hope that donors will assist the hospital procure these supplies, which are available in the local market but are unaffordable for patients.Very soon, the hospital will also run out of crucial Nancy nails, plates and screws to fix splintered bones. Orthopaedic surgeons will be helpless when they are out of these vital devices to treat trauma patients as well as those needing surgery to correct birth deformities.
“After we run of the stocks, we will not be able to undertake surgeries,” one of the doctors at the LRH said. “We can’t put off these surgeries in growing kids. This is going to be a big tragedy.”
These are the often-unseen calamities awaiting young patients at the premier children’s hospital in the country due to the current cash crunch faced by the government.Donors could either directly make purchases from suppliers and arrange for deliveries to the LRH or source from elsewhere and hand over directly to the doctors at the orthopaedic ward. Representatives of Opposition political parties yesterday threatened legal action against Treasury Secretary, Mahinda Siriwardana, for his failure to attend a meeting with the members of the Election Commission (EC) to discuss releasing necessary funds, to hold the local government (LG) elections.
General Secretary of the Samagi Jana Balawegaya (SJB), Ranjith Madduma Bandara told the media, at the Elections Secretariat, that Siriwardana had not turned up for the meeting, stating that he had another meeting to attend to.
“It is obvious that the government wants to delay the election. The Treasury Secretary failed to turn up for a meeting with the Commission despite the Supreme Court asking him to release funds for the elections. If the Treasury Secretary continues to behave like this, we will take legal action against him for contempt of court,” Madduma Bandara said.
Dissident SLPP MP Prof. G.L. Peiris, said that there was no need for the EC to have a discussion with the Treasury Secretary on funds for the polls.
“There is no need to talk and discuss with the Treasury Secretary. The SC didn’t order the Commission to talk to him. The Commission has to order him to release funds. The SC has given a decision, the Finance Secretary has to act according to it. If the Secretary doesn’t comply, he will have to pay the consequences,” Prof. Peiris said.
JVP Propaganda Secretary Vijitha Herath, MP, said that if the government insisted on delaying the elections, his party would resort to legal action and hold continuous protests.
“We have asked the Elections Commission to hold the elections before 19 March. If that is difficult, we have asked them to hold elections by the first week of April. The government says it has money and that the rupee is rallying. So, they have no problem in holding elections. The Treasury Secretary was to come for a discussion with the Commission on Tuesday, but he did not turn up. If the Treasury Secretary doesn’t do what he was asked to do by the Supreme Court, we will take legal action against him,” Herath said.
SLMC Leader Rauff Hakeem, said the EC must demonstrate that it really wanted to hold elections. It was obvious that the government did not want elections, but that was no reason why an independent commission should neglect its duties.
Verbal abuse was liberally exchanged in Parliament, yesterday, during a heated debate on the appointment of UNP national list MP Wajira Abyewardena as the Chairman of the Committee on Public Finance.
Opposition MPs shouted slogans against the President and government, accusing them of manipulating the parliamentary process. The Chairman post of the COPF should be given to the Opposition, the protesting MPs claimed.
Chief Opposition Whip and Kandy District SJB, MP Lakshman Kiriella, objected to Abeywardena’s appointment, saying it was against Standing Orders. “The Acting Chairman should also be from the Opposition, as per the standing orders. The Speaker should not allow this violation,” he said.
MP Nimal Lanza said Opposition Member Patali Champika Ranawaka was nominated as the acting Chairman but he declined to accept the post. “Any member can be appointed as the Acting Chairman if no one from the Opposition accepts the post,” he said.
Minister Manusha Nanayakkara said that MP Abeywardena has been appointed to the post on a temporary basis as the Committee elected a new president. The chairperson post of the COPF is not solely a right of the Opposition and any MP could be appointed to that post.
The heated argument erupted after Speaker Mahinda Yapa Abeywardena announced that SJB MP Mayantha Dissanayake officially handed over his resignation as the Chairman of the COPF.
Minister Nanayakkara said that Mayantha Dissanayake had resigned owing to an internal dispute over the COPF post and it is better for the SJB to let an MP be selected from another party.
President Ranil Wickremesinghe told Parliament yesterday that on Monday night, the government had received China’s Exim Bank’s assurance needed to secure the financial arrangement from the International Monetary Fund (IMF).
The President said the letter of intent, signed by him and the Governor of the Central Bank of Sri Lanka, had been sent to the IMF on the same night.
President Wickremesinghe assured the Parliament that once the IMF agreement was reached, it would be tabled in Parliament, along with the draft of the Government’s future plans, and the road map.
President Wickremesinghe made this statement while delivering a special address in Parliament on the current state of the economy and the status of the IMF programme.
The President, in his address to Parliament, said that with the provision of fertiliser, the country had achieved a successful harvest during the Yala and Maha seasons, and the export of agricultural products had gained a fair degree of normalcy, and economic problems, since June 2022, had been resolved to some extent.
Inviting the Opposition to join the government’s efforts to stabilise the country’s economy, the President assured that an election would be held once the country had stabilized.
Acknowledging people’s right to freedom of speech, the President said tough measures would be adopted in dealing with any form of sabotage and urged not to allow another July 09 to happen again.
